The FAM is a financial recovery mechanism of the Portuguese municipalities, through the implementation of budget rebalancing measures, debt restructuring and secondarily for financial assistance. It is a fund made up in equal parts by the state and all Portuguese municipalities, through a share capital of 650 M €, aimed at financial recovery of the municipalities in financial state of imbalance through the implementation of municipal adjustment programs. The FAM was established by Law n.º53 / 2014, of August 25, amended by Law No. 69/2015 of 16 July.
